The best lead generation tools for B2B sales, by lead warmth (2026)

The best lead generation tools for a B2B sales team depend on how warm a lead you need. OXYGEN suits teams that want all five lead-source layers in one workspace, with outreach from the same place. Prospeo sells contact data and Ocean.io finds lookalikes. TheirStack and PredictLeads track tech stacks and job postings. Sales Navigator shows LinkedIn buyer interest, and RB2B names visitors to your website.

What are the five layers of lead sources?

In an October 23, 2026 LinkedIn post, Tim Scheuer, OXYGEN's co-founder, ranked lead sources in five layers, coldest first. He named tools for layers 1 to 3: commodity data anyone can buy, lookalikes and tech stack, and job postings or job changes. Layers 4 and 5 are signals: LinkedIn activity, such as liking a competitor's post, and first-party sign-ups and opt-ins nobody can buy. Entries start from his picks; Sales Navigator and RB2B fill layers 4 and 5.

1.OXYGEN All five layers in one workspace

Best for: Sales-led B2B teams that want a B2B lead generation platform with every lead source in one workspace, gated on fit, and outreach from the same rows.

OXYGEN puts Tim's five layers in one workspace. Its data providers include Ocean.io, PredictLeads and TheirStack on its credits, and Prospeo on your own key from the $99 plan. Lookalike, technology and job-change searches run only from its command line. LinkedIn engagers, profile viewers, followers and RB2B visits land as rows. Sequences of timed email, LinkedIn and WhatsApp steps start there, and replies land in its CRM, the shared record of contacts and deals.

Strengths

  • Layer 4 reaches past your own profile. A Post Engagers table watches up to 10 public profiles, competitors' included, and bills credits per watched profile on each daily run.
  • Your profile viewers, connections and followers fill tables for free through your connected LinkedIn accounts. The web app ticks a paid lookup of each new viewer's full profile by default; untick it to stay free.
  • One workspace plan from $49 a month, with no seat per user, and $34 a month for each connected LinkedIn account.

Watch out for

  • No contact database, Salesforce sync or intent feed of its own. Post Engagers rows stay in their table and never reach the ranked signal queue, and RB2B needs support to connect.
  • Adding a sending account needs a paid plan, and LinkedIn can restrict any connected account. Rows with a name and domain but no LinkedIn URL pay for guessed-address checks, even with no email found.
Starts at
Free; paid from $49 a month per workspace
Pick it if
You want every layer in one workspace, gated on fit, with outreach that starts from the same rows.
Pick something else if
You need a contact database inside the tool, Salesforce sync or a third-party intent feed.

2.Prospeo Layer 1: contact data and email finder

Best for: Teams that need verified work emails and mobile numbers for a cold list, with a free monthly allowance to test them first.

Prospeo is a layer 1 tool: commodity contact data. It searches its own database of 300M+ profiles with up to 41 filters, and it finds work emails and mobile numbers. One credit buys one verified email, and a mobile number costs 10. Growth adds HubSpot and Salesforce sync and job-change tracking.

Strengths

  • A free plan with 100 credits a month and no time limit, so you can test its emails on your own buyers.
  • Exports cost 1 credit per email found and nothing when no email is found.
  • Paid plans connect to Clay, Zapier, Outreach and Lemlist, and every plan exports to CSV.

Watch out for

  • The free plan selects at most 25 rows at a time and has 28 of the 41 filters.
  • Prices are per user, and HubSpot or Salesforce sync starts on Growth, at $99 a user a month or $74 billed yearly.
Starts at
Free; Starter $49 a user a month, $37 billed yearly
Pick it if
You send cold email at volume and want verified emails and mobiles from one database.
Pick something else if
You want warmer signals than a bought list, or one price for the whole team.

3.Ocean.io Layer 2: lookalike companies

Best for: Teams that know their best customers and want more companies like them, pushed into the CRM they already use.

Ocean.io is a layer 2 tool: you start from your best customers, and it ranks lookalike companies. Every plan includes its 85M+ company index, company and people search, and contact enrichment, which adds emails and phone numbers. It also has an MCP server, which lets AI assistants such as Claude search it. Growth adds direct phone numbers and a waterfall, which asks 16+ data sources in turn until one has the contact.

Strengths

  • Lookalikes come ranked with reasons, and split into net-new accounts and ones already in your CRM.
  • Salesforce, HubSpot, Pipedrive, Close and Attio integrations on every plan, trial included.
  • It can enroll contacts from a list into a Salesloft, Apollo, Instantly or Lemlist sequence.

Watch out for

  • Growth starts at $250 a month, priced annually, for 60,000 credits a year.
  • Segments built from your won and lost deals, and hiring signals in workflows, need the custom Revenue Navigator plan.
Starts at
Free trial; Growth from $250 a month, billed yearly
Pick it if
You have a list of best customers and want a ranked list of companies like them.
Pick something else if
You want to pay monthly, since its paid plans are annual or custom, or you need warm signals more than more lookalikes.

4.TheirStack Layers 2 and 3: tech stacks and job postings

Best for: Teams that sell to companies using a given tool or hiring for a given role, and want an alert when a new one appears.

TheirStack serves layers 2 and 3 from one source: job postings. It searches postings from career sites, applicant tracking systems and job boards. It infers each company's tech stack, the software it uses, from what its job posts say. Saved searches send daily or weekly email alerts. Webhooks, automatic messages to another app, can also push new jobs to Zapier, Make or n8n.

Strengths

  • A free plan with 50 company credits and 200 API credits a month; API credits pay for requests from your own code.
  • Tech-stack data comes from job posts, so it can show internal tools, such as databases and CRMs, that website scanners cannot see.
  • App credits are a one-time purchase that rolls over for 12 months. One credit opens a company's jobs, tech stack and company details.

Watch out for

  • Emails and phone numbers come through its Apollo and ContactOut integrations, not from TheirStack itself.
  • Its HubSpot integration is in beta, and Salesforce or Pipedrive updates run through Zapier or Make.
Starts at
Free; API from $49 a month, app credits from $109
Pick it if
Your buyers show themselves through the tools they use or the roles they hire for.
Pick something else if
You want emails and phones without a second tool, or your buyers rarely post jobs.

5.PredictLeads Layer 3: job openings and company news, by API

Best for: Teams with someone who can wire an API or webhook, who want hiring and news signals on the accounts they follow.

PredictLeads is a layer 3 data source built for code and AI agents. It tracks job openings at 3M+ companies, news events from 20M+ sites, and similar companies. You get it through an API, webhooks, bulk file exports or an MCP server. Follow a company, and each new signal reaches your webhook for 1 credit. A followed company costs at least 1 and at most 10 credits a month.

Strengths

  • The first 100 API calls each month are free, and one call can return up to 1,000 records.
  • Pay as you go from $0.04 per credit, falling with volume, with no commitments.
  • Its integrations include Clay, n8n, Make and OXYGEN, plus an MCP server for AI assistants.

Watch out for

  • Past the free 100 calls, a $40 minimum monthly charge applies, and credits do not roll over.
  • Its datasets cover companies, jobs, news and tech, so you still need a contact source to reach people.
Starts at
Free 100 calls a month; then $0.04 a credit, $40 minimum
Pick it if
Someone on your team can connect an API or webhook to your table, and hiring is your best trigger.
Pick something else if
Your reps need a point-and-click app with contacts included.

6.LinkedIn Sales Navigator Layer 4: LinkedIn search and buyer signals

Best for: Account-based teams whose reps work LinkedIn every day and want alerts on saved leads and on interest in their company.

Sales Navigator is LinkedIn's own sales tool, and it covers part of layer 4. It searches 1+ billion members with 50+ filters and shows who viewed your profile. Alerts flag when a saved lead changes job, which also covers layer 3. Advanced adds Buyer Intent, which flags companies that show interest in yours, and a filter for people who viewed your company page.

Strengths

  • Signals come from LinkedIn itself: profile views, job changes and, on Advanced, buyer intent.
  • 50 InMail messages a month on every plan, to reach people outside your network.
  • Core costs $119.99 a month or $1,079.88 a year per license, with a free trial for eligible members.

Watch out for

  • Its interest signals center on you: your profile, your company page and your posts. Alerts on engagement with your own posts need Advanced Plus.
  • CRM sync and saving leads to your CRM need Advanced Plus, which is priced on request.
Starts at
Core $119.99 a month or $1,079.88 a year per license
Pick it if
Your reps live in LinkedIn and sell to a known list of accounts.
Pick something else if
You want one price for the whole team, or your buyers are rarely active on LinkedIn.

7.RB2B Layer 5: visitors on your own website

Best for: US-focused teams with real website traffic that want the names of visitors sent to Slack, a sequencer or the CRM.

RB2B covers layer 5: visits to your own website, a first-party signal. A pixel in your site header matches each visitor against a network of publisher websites, using cookies, device IDs and IP addresses. It names people in the US only, and companies worldwide. Leads go to Slack or Teams on every plan. Pro adds business emails and integrations such as HubSpot, Salesforce, Clay and webhooks. OXYGEN can take its reveals by webhook.

Strengths

  • A free plan names the companies behind up to 150 identified visitors a month, after a 7-day full trial with no card.
  • Starter, at $79 a month, names people and pushes their LinkedIn URLs to Slack or Teams.
  • Hot Pages and Hot Leads on Pro tag high-intent pages and filter visitors to your ideal customer profile (ICP).

Watch out for

  • Person-level ID works only on US visitors, and its pricing lists 15 to 20% person-level coverage on Starter and Pro.
  • A visit is not an opt-in, so record your basis before you write. Global company-level ID needs consent capture.
Starts at
Free; Starter $79 a month; emails from $149 (Pro)
Pick it if
Your site gets US visitors who fit your ICP, and you want to reach them while the visit is fresh.
Pick something else if
Most of your buyers are outside the US, or your site gets little traffic.

Which account gets the first message? A lead-priority worksheet

Tim's post ends with the rule this worksheet puts to work: pull every layer into one table and let the deepest signal decide who gets the first message. Add one gate before it. Fit comes first, so an account outside your ideal customer profile (ICP) waits, however warm its signal. Score fit with the rubric in qualify before you enrich, then fill in one record per account.

The three accounts below are made up. A came from a bought list, and its buyer liked a competitor's post, so its owner opens on LinkedIn. B changed jobs and has no verified email, so it gets LinkedIn steps only. C opted in but misses the ICP, so it gets no sales touch and a date to check again.

Illustrative: the worksheet for three made-up accounts, with layers present, ICP fit evidence, next action and stop condition for A, B and C.
Illustrative: three made-up accounts on the worksheet. Fit gates every row; among rows that fit, the deepest signal picks the first touch.
  1. Log every signal with its source and date

Note each layer present, the signal, where it came from and the day it happened. Signals go stale, so the date matters.

  2. Gate on fit before warmth

An account that misses the ICP waits, even with a sign-up behind it. Signals that conflict wait until someone checks them.

  3. Name the consent or opt-in basis

Write why you may contact this person: an opt-in, a sign-up, or your team's legal basis for cold outreach. If nobody can name one, hold the row.

  4. Let the deepest signal pick the first touch

Among rows that fit, the warmest layer decides who goes first and on which channel. Engagement is not buying intent, so the first message names the signal and asks a question.

  5. Give each row an owner and a stop condition

One person owns each row, with a stop condition written before the first message. A hold gets a recheck date instead of a sequence.

Lead generation tools FAQ

What is a lead generation tool?

A lead generation tool finds new companies or people who fit your market, with contact details or a reason to write. Lead gen tools and lead generation software are other names for it. For B2B sales teams, that means contact data, lookalike companies, hiring signals, LinkedIn activity or website visitors. Pop-up and landing page builders use the name too; this list covers tools that find leads for sales.

What are the best B2B lead generation tools?

The best B2B lead generation tools depend on the layer you need. Prospeo covers contact data, and Ocean.io covers lookalikes of your best customers. TheirStack and PredictLeads cover tech stacks and job postings. Sales Navigator, LinkedIn's B2B prospecting tool, covers LinkedIn signals, and RB2B visitors to your own website. OXYGEN suits a team that wants all five layers in one workspace, with outreach from the same place.

What is the best free lead generation tool?

Several tools here have a free plan. Prospeo gives 100 credits a month, enough for 100 verified emails. TheirStack gives 50 company credits and 200 API credits a month. PredictLeads allows 100 API calls a month, and RB2B names visiting companies for up to 150 identified visitors a month. OXYGEN's free plan gives 250 credits once, and adding a sending account needs a paid plan.

Which lead generation tool suits a small sales team?

Start with the layer you can act on this week. With no list yet, test Prospeo's free plan or OXYGEN's free credits. With website traffic, add RB2B's free plan, which names visiting companies. Avoid paying for every layer at once: Ocean.io bills Growth yearly, and Sales Navigator charges per license. OXYGEN charges per workspace, not per seat, from $49 a month.

How do lead generation tools find emails and phone numbers?

Most search a database or ask several providers in turn. Prospeo sells from its own database of 300M+ profiles. OXYGEN has no database of its own: its waterfall tries up to 17 email providers until one returns a value. Its managed lookups charge about $0.085 per email found, though address checks can still cost credits. Rows with a name and domain but no LinkedIn URL pay for guessed-address checks, even when no email is found.

Are lead generation tools GDPR compliant?

A tool cannot make your outreach compliant for you. Check where each vendor's data comes from and what it says about privacy. Prospeo's pricing page calls it GDPR compliant. RB2B names people only in the US, and it asks for consent capture before you turn on its global company-level ID. Record the basis for contacting each person and honor opt-outs; the worksheet above has a field for it.

What is the difference between lead generation and sales intelligence tools?

Lead generation tools find new accounts and people to contact. Sales intelligence tools add depth to accounts you already target, such as org charts, buying signals and research. The sales intelligence platforms list ranks data platforms. This list ranks tools by how warm the leads they find are. Sales prospecting is the work that turns those leads into conversations.

Which leads should I contact first?

Contact the accounts that fit your ICP and show the deepest signal. Fit comes first: a sign-up from outside your market can wait. Among fitting accounts, a sign-up or a website visit beats a LinkedIn signal, which beats a job change, a lookalike or a bought list. OXYGEN's signal ranking, from its command line, also puts a website visit above a profile view, a post reaction and a new follower. Log each signal's date so stale ones drop down.

How we picked and checked these tools

We make OXYGEN, so it comes first and you should read this as an interested list. Tim Scheuer, our co-founder, named six tools for lead-source layers 1 to 3 in a LinkedIn post on October 23, 2026. We kept four of them: Prospeo, Ocean.io, TheirStack and PredictLeads. For layers 4 and 5 he named signals rather than tools, so Sales Navigator and RB2B are our own picks.

Facts and prices for every tool but OXYGEN come from its vendor's own pages, such as its website, pricing and docs. We checked them on the dates below. OXYGEN's facts and prices come from the product and its live price list.
